COMMUNICATIONS CLERK
STARTING PAY RANGE: $15.61 – 18.88 per hour, DOE plus benefits

POSITION TITLE:          COMMUNICATIONS CLERK

(Serves a 6 month probationary period)

DEPARTMENT:   POLICE DEPARTMENT

SUPERVISOR:                POLICE CHIEF

POSITION SUMMARY:  This is a Regular, Full-time position, working 40 hours per week.  Position will split work duties between Dispatch and DMV with division of hours to be determined and based upon City needs.  This position involves radio dispatching for the Police Dept., Fire Dept. and EMS, operating communication instruments and clerical duties.  This position also performs all Division of Motor Vehicles duties.

ESSENTIAL FUNCTIONS:

  1. Receives, relays, and/or transmits routine and emergency calls to police, fire, ambulance and other public safety agencies and units.
  2. Maintains log of radio transmissions, telephone calls and other pertinent information and facts and enters them into computer.
  3. Monitors police and 911 calls as required and maintains incident reports of complaints.
  4. Enters motor vehicle and driver’s license information into computerized system; updates data base when renewing personal and vehicle information.
  5. Furnishes forms and applications for registration; Issues vehicle title registration, license plates, tabs, driver’s licenses; Applies and explains the provisions of the Motor Vehicle Act and other laws, administrative regulations, policies and procedures pertaining to the registration of ownership of motor vehicles and licensing of drivers.
  6. Prepares and types a variety of reports; provides routing clerical support for the department.

OTHER RESPONSIBILITIES:

1.        Occasionally assists in Corrections duties, such as prisoner search, feeding prisoners, cleaning cells and monitoring prisoner activity via closed circuit.

2.         Performs other duties as assigned.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  1. High School graduate, or G.E.D. required. Valid Alaska Driver’s License.
  2. Ability to complete all required training as determined by the Chief of Police and/or City Manager.
  3. Ability to communicate effectively, both orally and in writing, proper usage of English language, application of general mathematics and basic keyboarding skills required.
  4. Ability to maintain composure and use diplomacy and tact when dealing with public; ability to make decisions quickly and accurately.
  5. Ability to comprehend, interpret and apply state and federal laws and regulations, knowledge of the motor vehicle laws and drivers’ licensing laws of the State of Alaska.
  6. Carry out orders with precision and speed.
  7. Ability to use office equipment, such as computer terminals with various programs, copier, calculator, fax machine and multi-extension telephones.
  8. Working knowledge of fundamentals of motor vehicle mechanical systems and safe vehicle operation and of the principles practices and techniques of good driving.
  9. Ability to work a flexible schedule, including shift work.

LIBRARY DIRECTOR
STARTING PAY:  $43,115.15 – $55,013.08 per year, DOE, plus benefits

POSITION:   LIBRARY DIRECTOR

Serves a 12 month probationary period

DEPARTMENT:   INFORMATION SERVICES

DIVISION:   LIBRARY

SUPERVISOR:   ASSISTANT CITY MANAGER

CLASSIFICATION:   EXEMPT, SALARIED

POSITION SUMMARY: Under the direction and control of the Assistant City Manager, is responsible for oversight, management, and operations of library. Supervises library employees; advisory supervision of library board.

ESSENTIAL FUNCTIONS:

  • Manages and oversees all cataloguing of library materials.
  • Manages and oversees assessment of library collection.
  • Manages and oversees all updating of records and statistics necessary for Alaska State Library Annual Reporting.
  • Manages and oversees library budget and provides proposed budget to Supervisor and Library Board as requested.
  • Responsible for leased collection material selection and purchase; responsible for ListenAlaska and all other ebook collection and purchases.
  • Responsible for oversight of all collection purchases.
  • Responsible for maintenance and oversight of library technology needs and upgrades, including updating of Library Technology Plan.
  • Responsible for annual review of Cordova Public Library Policies and Procedures and Operations Manual.
  • Develops and coordinates with staff educational library programs, including special events for Children’s Book Week and National Library Week.
  • Develops and coordinates summer reading program and additional children’s programs as time and staffing allows
  • Develops and coordinates staff schedule for daily operation and for circulation desk.
  • Assists patrons in help with references questions, finding materials, interlibrary loans, etc.  Shelves library materials and adjusts arrangement of library materials as necessary.
  • Ability to successfully complete all assigned training.

OTHER RESPONSIBILITIES:

  • Responsible for securing facility (lights, locking, etc.) when last to leave.
  • Perform other work-related duties as assigned.
  • Responsible for coordinating operations with Museum staff.

EDUCATION, EXPERIENCE AND ESSENTIAL SKILLS:

  • High school graduate or GED required.
  • Bachelor’s degree required, preferably in Library Science.
  • Three to five years’ experience in library work or related field, required. Public relations experience, preferred.
  • One year experience in elementary education or related field, preferred.
  • Demonstrated knowledge and ability to proficiently use general office equipment and software, including computers, copiers, and facsimile machines, etc.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work with the public, local and governmental officials and agencies with discretion, tact and courtesy.
  • Ability to work with minimal supervision, handling multiple tasks; establishing priorities and schedules and meeting deadlines.
  • Ability to understand and carry out verbal and written instructions.
  • Ability to climb on and off a footstool or ladder repeatedly.
  • Ability to work flexible days and hours, including weekends and evenings.

LABORER/MAINTENANCE I, II OR SEWER/WATER TECHNICIAN

POSITION TITLE: LABORER / MAINTENANCE I, II OR SEWER/WATER TECHNICIAN Depending on Experience & Certifications.  Serves a 6 month probationary period
DEPARTMENT: PUBLIC WORKS DEPARTMENT (Water/Wastewater Division)

SUPERVISOR: WATER/WASTEWATER SUPERINTENDENT

POSITION SUMMARY: Assists in the maintenance of Water & Sewer facilities, including  plants, lift stations and chlorinators.

ESSENTIAL FUNCTIONS:

  1. Locate water services & repair water mains.
  2. Clean manholes and sewer lines, maintain lift stations, run & maintain lift station generators.
  3. Service all equipment; clean up shop area.
  4. Clean and maintain water reservoir catchments.
  5. Maintain water services, shut-off and hydrant valves.
  6. Operate & maintain chlorine generators and chlorine injectors.
  7. Read water meters, collect and analyze water samples, and perform other lab duties.
  8. Flush fire hydrants, make repairs, and replace parts & equipment.
  9. Maintain and operate dewatering building.
  10. Be on-call during assigned rotation period.
  11. Operate and maintain Eyak water treatment plant and three surface water sources.

OTHER RESPONSIBILITIES:

  1. Assist Public Works Department when needed.
  2. Supervise temporary labor assigned to work on reservoirs, pipes, gabions, trails and manholes.
  3. Proceed or continue in state certification process for water and waste water.
  4. Input necessary record data.
  5. Perform other work related duties as assigned
  6. Inspect and oversee the installation of water/sewer lines.
  7. Conduct inventory and maintain order of spare parts.
  8. Participate in Emergency Management exercises as required and complete National Incident Management System (NIMS) compliant, online independent study courses within 90 days of hire:

  3. Level II Operator Certificates in Water and Wastewater preferred.
  4. Must possess a current Class B CDL or obtain one within 6 months of hire (mandatory).
  5. Ability to safely operate and care for hand and power tools.
  6. Ability to operate equipment such as backhoe, front end loader, and Vactor truck.
  7. Ability to work independently and with minimal supervision.
  8. Ability to deal with the public in an effective and courteous manner.
  9. Ability to understand and follow both written and oral instructions.
  10. Ability to lift and/or push 60 pounds.
  11. Ability to work outside in various types of weather; periods of exertion required.

POSITION TITLE: TEMPORARY RECREATION AIDE DEPARTMENT : PARKS AND RECREATION

SUPERVISOR: PARKS AND RECREATION DIRECTOR

POSITION SUMMARY: This is a temporary part-time position, working approximately 10 to 25 hours per week, lasting approximately 6 months.   Assists in the implementing of programs, collection of fees, sales, and facility maintenance and management at the Parks and Recreation Department.

ESSENTIAL FUNCTIONS:

  • Assist in planning and supervising of recreation programs and activities.
  • Admits patrons, collects money, and validates passes.
  • Performs registration for programs.
  • Performs maintenance duties, such as:  cleaning floors in facility and daily cleaning of lockers/restrooms.
  • Maintains routine reports and records.
  • Enforces rules and regulations regarding safe and acceptable behavior in all areas of the facility.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  •  High School graduate or equivalent thereof required.
  • Background in the field of recreation or youth programs, preferred.
  • CPR certification and standard first aid or able to obtain within 30 days of employment.
  • Ability to communicate effectively and work with patrons of all ages in various programs.
  • Ability to understand and carry out instructions.
  • Ability to learn simple office and record keeping skills.
  • Ability to work a flexible schedule, possibly weekends and evening.
